If you have two rolls of toilet paper in your loo, you will never run out of the "only" roll. But it takes discipline to maintain two rolls in the first place. If you have the discipline to maintain two rolls, you don't need the two rolls. The best contingency plans (for incontingencies and otherwise!) are for accidents or lack of discipline.
